LAGOS ASSEMBLY APPROVES RATIFICATION OF TWO CONCESSION AGREEMENTS

Members of the Lagos State House of Assembly have unanimously approved the ratification of two concession agreements aimed at improving waste management and transportation systems in the state. The resolutions were adopted during plenary on Monday.

The approvals include a concession agreement between the Lagos State Government and Zoomlion Nigeria Limited, alongside the issuance of an Irrevocable Standing Payment Order (ISPO) for the Lagos Waste Improvement Programme – Solid Waste Solution.

Lawmakers also ratified a separate concession agreement between the state government and TSL Metroline Limited. This approval covers the issuance of a no-objection letter for an Irrevocable Direct Debit Order in favour of the company for the procurement and operation of 2,000 Compressed Natural Gas (CNG) buses.

The approvals followed the presentation of a report by the Chairman of the four-member ad hoc committee, Yishawu Gbolahan, who said the committee critically examined the proposed agreements in line with its oversight and ratification mandate.

According to him, the arrangements are expected to enhance waste processing efficiency, improve recycling and disposal services, promote environmental sustainability, strengthen public health outcomes, and create additional jobs and economic opportunities for Lagos residents—consistent with the state’s environmental policy objectives and international best practices.

He added that the transport component would improve the efficiency and effectiveness of public transportation along routes designated by the Lagos Metropolitan Area Transport Authority.

Contributing to the debate, Bonu Solomon commended the committee’s work and suggested that the CNG buses be distributed equitably across all local governments in the state.

Following deliberations, the House—presided over by the Speaker, Mudashiru Ajayi Obasa—unanimously adopted the committee’s recommendations as resolutions of the Assembly.
