On January 28, 2025, President Donald Trump signed an executive order aimed at ending federal support for gender-affirming medical treatments for individuals under the age of 19.
The order directs federal agencies to cease funding for procedures such as puberty blockers, hormone therapies, and gender-related surgeries for minors. It mandates that federally-run insurance programs, including Medicaid and TRICARE, exclude coverage for these treatments.
Additionally, the order instructs the Health and Human Services Secretary to develop new guidelines within 90 days for the care of minors experiencing gender dysphoria.
Medical institutions receiving federal funding are also prohibited from providing gender-affirming care to minors under this directive.
The executive order is expected to face legal challenges from advocacy groups and medical organizations that support access to gender-affirming care for transgender youth.
